In the US companies that run prisons turn a good profit on their inmates work too right? Why not get them playing Wow?

the prison near where I used to live made pressure/particle board

If they're going to be forced to play WoW, it needs to be more punishing and less profitable. Make them stay in the Barrens and force them to read the zone chat aloud.

Nah, make them stay in Goldshire *shudder*

Barrens chat is much better, now you're forced to quest on rails and the whole thing takes 2 hours. Four if you count both zones.

Trade chat is the new Barrens.

And yeah, Goldshire. But make sure it's on an RP server. Because you can't properly ERP without RP!

WoW is now free until level 20.

How much playing time is needed on average to reach that level?

About... 3 to 5 hours.

WoW is still free after you hit 20. You just can't get beyond 20. But, play as long as you like!

Eve Online is basically free as long as you can make enough in game money to buy the extra playing time.
