But revolutions usually take more than the discontent of "the poor", and "the poor" are at most being gamed in revolutions.

I think he's saying that historically at least 'the poor' have been busy surviving and either rival nobles have decided they need a revolution, to further their own ends, or middle class thinkers have decided they are apalled by the suffering of the masses and must do something to intervene.

No, but the intellectual and actual leadership of revolutions is usually overwhelmingly middle or upper class.
