Someone apparently notified the bus driver a few kms later, and with the head rolling around in the wheel arch, it was apparently rather worn, burnt and smelly.

Yes, but the bus performed the actual decapitation. The man stuck his head in a place where he knew it would be decapitated, sure. But he didn't decapitate his own head by rubbing it against the wheel arch until his head fell off.
