"A French man whose skull was mostly occupied by a "huge fluid-filled chamber" was able to operate perfectly well as a civil servant - despite having "little more than a thin sheet of actual brain tissue", Reuters reports."

I was once a civil servant myself, and that's all too believeable. They employ many who would be considered unemployable in the private sector.

"Tests revealed the chap's IQ as 75, below average but evidently no impediment to leading a normal life."

... What kind of job he was doing?

Mailman? He was doing photocopy?

He was pretty dumb.

I think it has more to with administration work. There's an amazing amount of braindead bureaucracy in larger private companies, done by the same kind of people as in the public sector.
