I think that Japan is looking to get into the peacekeeping business. However, politically there's still a long way to go before we see Japanese infantry in large numbers in places like Afghanistan. Danger, controversy and memories of the past are obvious political factors. Constitutional limits are a big legal factor.

Another new initiative is participation with the US on missile defense. I agree with the work, but the test record of the various ABMs in development would seem to indicate that we're having as much trouble getting rid of the bugs as North Korea is having with its own missiles.

Not to make light, but for an actual engagement to take place between a Japanese ABM and a North Korean BM, both sides' missiles would have to function properly at the same time. It hasn't happened yet. In the meantime, there are lots of terrorists, criminals, dictators, etc. running around. Why not kill some of them?
