I don't know who selects the incidental music for BBC programs, but they're clearly old 1980's indie-heads. On a documentary about divorce and child custody, they just started playing "If you need someone" by The Field Mice.

Weird, but rather nice.

Swedish public-service TV is populated by one or more total philly and modern soul affectionados. Almost every show, from the Antiques Roadshow equivalent to light entertainment is full of 70s classics. For instance, the big offbeat cultural magazine type show always plays "I'm So Happy" by Prince Phillip Mitchell during the ending credits.

Someone on the BBC is also a Hawkwind fan, in the last 6 months I've heard multiple tracks used as background music on Top Gear, Grandstand and Match of the Day.
