Well the term has been used before to sugarcoat the programmed wars. It gets more emphasis now to get the terror problem ("struggle") separated from the Iraq fiasco ("war"). Of course this "struggle" is still a political tool and has little to do with actually fighting terrorism.


But it's still fascinating, after all - those of us who said that it's silly to call it "war" post Afghanistan were labelled appeasers and what not by the Bushists....
