Look at the DVDA licence numbers.

Reading gets all the Rs

Scotland gets all the Ss

Therefore Reading is as important as the whole of Scotland.

Yet only as important as Oxford :p It is strange how London only has L...I suspect there is a lot of redundancy in the Reading or Oxford ones...

Hmm, strange. Out here it just breaks down by state and not further. It doesn't matter which country or city you get the state just gives you a random number and that normally stays with the car for as long as it is on the road.
