Suppose you apply for a new passport because you're changing your name.
Then suppose the passport office send it back through a delivery company who require ID when you take delivery.
Also suppose all the forms of ID you have which they will accept are still in the wrong name.

Do you:
a) Panic.
b) Frantically scrabble around to find anything you can get your hands on to prove that you're the person the package is addressed to.
c) Decide to ask the nice delivery man if you can open the package before signing for it to ID yourself with the passport.
d) All of the above.

Either:
1. you HAVE ALREADY officially changed your name, thus your 2nd assumption must be wrong, as you must have by now some ID with your new identity. In such case you calmy go for option b)
2. you're still in the process, and you got the new passport in advance while you're old ID is not officially expired, so if the office passport didn't address the parcel to your old self, you can sue them

To change the name on your passport you have to sign a form saying you are now using the new name for all purposes.
So as far as they are concerned it's correct to address it in the new name.

It only causes problems when someone decides to change their passport first, so they can then use that as proof when changing everything else :lol:

keep a copy of that form and show it to the delivery man
if that's not acceptable, blame yourself for having put yourself in that mire

I once lost my passport in the train, nice train pple traced me down and called me to say that they found my passport.
Had to go from Delft to the big city Rotterdam to collect my passport at Rdam CS. The moustached man behind the counter wouln't give me my passport cause i had no identification.
