So does that make a dvd writer obsolete? can I just burn the movie onto cd rom (cheaper than dvd) and watch it?

DVD ROMs are getting a lot cheaper and have a much higher capacity.

DVDs still cost 40% as much as CDs per gigabyte.

The longer the movie, the more severe the compression ratio needed to squeeze it onto a 700MB CD. It depends on how much fuzziness is considered acceptable. Reducing the resolution (but make sure to keep the aspect ratio) can save space, as well as clipping out black bars.

With DVDs, there's more headroom.

Then again, you can keep the resolution and quality and split the film onto two CDs (or more) instead of one. It's quite easy to do.
