Convert it to wav then convert it back to mp3 with a lower bitrate.

Converting to wav costs 0 in terms of quality (it's like converting to bmp for pictures). Converting to mp3 costs quality each time you do it. Would be best to convert the original wav directly to lower bitrate mp3, but if first conversion is at 192 then the difference in the end should be inaudible.

Winamp should be able to do it via the Disk Writer output plugin.

very slowly (I got something that does Wav to MP3)

I would still ike a one step process program

why downsample an Mp3. IMO 192 is a minimum if you want decent quality.

Basically get a bigger harddrive if your Mp3's are using too much space. I've got all my albums sampled at 256 and I've gigs left. ;)
