At some point in the past, I DL'd something (Netscape browser or some "free" major program...I think it was a browser...wasn't anything internal like color schemes, etc.) and it kind of screwed up my toolbar by making the background of the icon section black. I don't know why this irritates me, but it does.
As you can see, there's a big space of just black and I don't even know if there are icons that don't show up there...
Is there any way to fix this? Seems permanent and it irritates me...used to be standard blue I think.

Seriously though. That color change shouldn't be able to happen just by changing the Appearance color in the Display properties, so it's not just a simple settings change.

I haven't been able to find any help through Google, which is not to say it doesn't exist.

It could be some kind of freakish conflict that a background program is causing. Try uninstalling everything that you don't actually need, including whatever you installed that caused the problem. It's tedious, but I'd recommend rebooting between uninstalls to see if any changes occur.

Something that might work is installing your O/S over the top of the current one. This could restore a file that may have become corrupted or replaced by a non-standard version. Depending on the version of Windows you're running, this could reset your registry, so you might end up having to reinstall all your apps again.

The absolute last other thing you could do that I can think of is change your colors to match the black, then you won't notice it :)

I notice you've got AOL there - that'd be the first thing I'd uninstall. Get yourself a better ISP! Juno or NetZero are good and cheap @ $9.95/month (plus they give out 10 hours free per month if you don't pay for it, so you can test drive it first), and there's another new ISP (forget the name) that's $10.95/month. Not to mention a whole host of local, small ISPs that usully exist around any major population center.

Thanks for putting it all in perspective for me.

Yes, I hate AOL and I know it is stupid to keep it, but I'm so entrenched with it (emails, links, etc) that I'm having a hard time letting go!
I also worry that some of these others will lack in service or longevity.
